Allocation under the Central America Climate Change Framework Loan (2010). The project consists of the expansion of an existing hydropower plant in El Salvador. Main components are the construction of a second turbine facility, a new access channel, a new water intake and four pipelines.
This project will support the development of a sustainable and secure supply of electricity that is necessary for the long term economic growth and development of Central America. It will also bring economic benefits to the region through the production of competitively priced electricity, the displacement of imported fuel costs, the expanded use of domestic resources and the reduction of greenhouse gas emissions and airborne pollutants. The project will contribute to the objectives of the Latin America Mandate (economic development and climate change) and will meet the Bank’s priority objectives for energy sector lending (renewable energy sources). The project falls under the EIB’s Energy Sustainability and Security of Supply Facility (ESF), authorised by its Board of Governors in June 2007 for an amount of EUR 3 billion.

Environmental aspectsThe project if located in the EU would fall under Annex II of the EIA Directive. The national authorities have required the execution of an Environmental and Social Impact Assessment (ESIA) which is currently in progress. During appraisal the Bank will make sure the ESIA, including public consultation, is carried out in compliance with the Bank’s environmental and social guidelines.
The Bank will require the promoter to ensure that implementation of the project will be done in compliance with the Bank’s Guide to Procurement. As the promoter is a public undertaking it will have to comply with the rules envisaged for public procurement operations.
