Location
Description

Design, construction, financing and facility management of two new Courts of Justice in Patra and Heraklion in Greece under a 27-year Partnership Agreement.

Objectives

The project is a key element of the Ministry of Justice’s investment programme aiming at modernising the provision of judicial services by creating modern Court Houses throughout Greece.

Environmental aspects

The construction of a public building falls under Annex II of the EIA Directive 85/337/CE, as amended by Directives 97/11/EC and 2003/35/EC (urban development project), according to which the competent authority decides on the full EIA on a case by case basis. A full EIA is under finalisation for each of the two buildings included in this project. At appraisal stage the correct application of EU relevant Directives will be verified, namely those on environment – the aforementioned EIA Directive, the SEA Directive 2001/42/EC, as well as the EU Habitats Directive 92/43/EEC and Birds Directive 79/409/EEC– and the Directive on Energy Performance of Buildings (EU Directive 2010/31/EU). All the project’s relevant key documents will be published in line with the Bank’s procedures.

Procurement

The Contracting Authority Themis Construction S.A. submitted an application to the Special Secretariat for Public/Private Partnerships (PPP Unit) and the project was included under the provisions of Law 3389/2005. The restricted tender procedure (ongoing) is divided into 2 phases in accordance with national legislation - the first a submission of expressions of interest, the second for the submission of final binding offers. The first phase has now been completed and the list of shortlisted candidates was announced in January 2009. It is expected that final bids will be submitted in the 4th quarter of 2011 and a contract can be awarded in the 1st quarter 2012.
