Description

The project comprises the rehabilitation of 43 km wide-gauge main railway track system and the hauling tracks in region of Záhony area in Hungary as well as the rehabilitation of other tracks in Eperjeske marshalling yard and the rehabilitation of the relating signalling equipment, including the corresponding power supply, outdoor lighting, telecommunication and switch heating works.

Objectives

The project is related to the European Agreement on Main International Railway lines (AGC) and in particular to the European agreement on important international combined transport lines and related installations (AGTC). Rehabilitation of the line will eliminate speed limited sections along the route. This will increase freight transport as well as intermodal flow of goods received on international routes, including extra-Community routes. Volume of goods transported by rail within the internal market will also grow.

Environmental aspects

A strategic environmental assessment was prepared for the Záhony region in 2007. The project falls under Annex II of the EIA Directive and was screened out by the Competent Authority on the basis of the preliminary environmental impact study carried out. The Competent Authority also confirmed that the project will not have any significant impact on declared Natura 2000 sites.Compliance with environmental legislations will be verified during appraisal.

Procurement

The Promoter is subject to and follows EU Directives on procurement procedures (in this particular case, Directive 2004/18/EC), including publication in the Official Journal of the European Union (OJEU), that have been transposed into national legislation. All contracts over the relevant EC directive thresholds have been put out to international tendering, with publication of notices in the OJEU. The procurement process will be verified during appraisal.
