Description

The project consists in the purchase of up to 20 doubledeck coaches and 30 EMUs (electrical multiple units) for operation on the Schleswig-Holstein Mitte rail network.

Objectives

The new rolling stock will contribute to passenger rail competitiveness on the concerned rail lines within the Schleswig Holstein region in Germany, thereby contributing to the objective of promoting sustainable transport. A shift from road to rail should reduce emissions and increase safety. The project also supports the liberalisation process of the railway sector. The project is therefore eligible for EIB financing under Article 309 point c) Sustainable communities / other sustainable transport of the EC Treaty.

Environmental aspects

The manufacture of rolling stock does not fall under either Annex I or Annex II of the Environmental Impact Assessment (EIA) Directive 85/337/EC as modified. During appraisal, the Bank shall review the energy and noise specifications of the new rolling stock, as well as the requirements for additional investments (maintenance facilities), if any.

Procurement

The promoter is a public entity and is therefore subject to EU Procurement Directives. In this context, the Bank will require the promoter to ensure that the contracts related to the project have been tendered in accordance with EU public procurement procedures. To be reviewed at appraisal.
