Procurement of passenger railway rolling stock, construction of rolling stock maintenance depots, and electrification of a railway line in the Rhein-Ruhr region of Northrhine-Westphalia.

Objectives

The new rolling stock will contribute to passenger rail competitiveness on the concerned rail lines within the Rhein-Ruhr region in Northrhine-Westphalia, thereby contributing to the objective of promoting sustainable transport.

Environmental aspects

The procurement of new rolling stock is not subject to an EIA. For the line electrification and maintenance depot construction components, written confirmation from the competent authority whether an EIA is required under Directive 85/337/EEC as amended by 97/11/EC and 2003/35/EC will be sought. Should an EIA be required and/or the Habitats Directive 92/43/EEC should apply, conditionalities will be introduced.

The Bank will require the promoter to ensure that the contracts related to the project have been or shall be tendered in accordance with EU public procurement procedures.
