Description

The project comprises the construction and operation of a bioethanol plant in Torrelavega, Cantabria, Spain. It will produce annually 100 000 tons (126.6 millions litres) anhydrous fuel ethanol from about 330 000 tons of wheat as well as 104 000 tons of protein containing DDGS (Dried Distillers Grains with Solubles), a co-product used for animal nutrition.

Objectives

The project, situated in Cantabria, Spain, supports the EU energy policy and is in line with the Bank's COP objectives for Renewable Energy (RE). The project involves production of bioethanol from renewable sources which falls under the EU Renewable Energy directive 2009/28/EC. According to this directive, those biofuels, whose utilisation leads to GHG savings of at least 35% until and 50% as of 2017, are to constitute at minimum 10% of transport fuel requirements by 2020, whereas renewable energy sources are to contribute 20% of the overall energy mix.

Environmental aspects

Alcohol production is included in the EIA Directive. The project is also included in the IPPC Directive. An EIA and an IPPC application have been requested by the competent Authority and the relevant permits were awarded in 2008. Distillation residues and process condensate will be recycled. Process and run off water will be submitted to an aerobic treatment in the plant prior to be discharged to the municipal sewer system.

Procurement

Private promoter who is not subject to Procurement Directives. The procurement will follow the procedures applied in the industry.
