    Description
    Objectives

The project consists in the financing of the heating network transformation and upgrading (steam to water), the operational automation system, and installation of motor variable frequency control systems.

The project aims at the reduction of energy use, atmospheric emissions and water and electricity consumption of the energy production and distribution system, which will lead to an increase of the energy efficiency and better environmental performance of the energy production facilities and heating network.

    Environmental aspects
    Procurement

The reduction resulting from the project on energy consumption and polluting emission is considerable and will contribute positively to the climate change effects and to the air quality in the city (the savings are estimated at 70 000 t/a for standard coal (equivalent), 80 GWh/a of electricity, 700 000 t/a of water, 2000 t/a of SO2 and 200 000 t/a of CO2 emissions). The main impact is on the construction of the hot water pipes in the streets and is considered acceptable.

The Bank will require the promoter to ensure that implementation of the project will be done in compliance with the Bank’s Guide to Procurement.
