The Nexus between Infrastructure and Environment
This report, compiled by the Evaluation Cooperation Group (ECG), of which the EIB is a member, looks at the nexus between infrastructure and environment. This report represents the sharing of experiences through ex post evaluations processed by ECG members The report addresses the issue of the linkage between infrastructure, crucial to economic growth, and environment, endangered by infrastructural development.
Over the last two years, Operations Evaluation has actively pursued possibilities to perform joint evaluations with other International Financial Institutions (IFIs). General interest in joint evaluation work has been growing in recent years, but despite this importance given by many agencies, their actual number has been relatively limited.
Joint Evaluation of a Wastewater Project, Russia
A first joint evaluation was conducted in 2007 between the evaluation teams of the European Bank for Reconstruction and Development (EBRD) and the EIB. The purpose of this joint evaluation was to a) evaluate efficiently and cooperatively the results and impact of the waste water treatment plant project and b) to reinforce cooperation and share approaches/experiences to increase learning from each other in the field of evaluation.
Joint ex post evaluation of the Manantali dam project
In 2007 and 2008 the German development bank KfW, the European Investment Bank (EIB) and the evaluation departments of Agence Française de Développement (AFD) carried out an ex post evaluation of the Manantali dam project and related investments made in Senegal, Mauritania and Mali. To that end, the three organisations agreed on a common evaluation format, in line with the criteria laid down by the Organisation for Economic Co-operation and Development's Development Assistance Committee (DAC/OECD). This report summarises the conclusions of that exercise.
