ECG principles
"Within any rating scale, there should be a balance between positive and negative characterisations. The words used to describe these ratings should reflect accurately whether the judgements are less than satisfactory or else satisfactory or better."
MDBs, members of the ECG – Evaluation Cooperation Group -use either a 6-level scale or a 4-level scale.
EV has chosen to use a 4-level scale on all criteria:
- Excellent
- Satisfactory
- Partially unsatisfactory
- Unsatisfactory
Exception: When measuring the EIB contribution, EV uses another 4-level scale:
- High
- Significant
- Moderate
- Low
