The EU bank

In the context of the Joint European Support for Sustainable Investment in City Areas initiative ("JESSICA"), the Management Board of the Westpomeranian Region and the EIB established the JESSICA Holding Fund for Westpomerania in the books of the European Investment Bank for the purpose of investing funds aimed at the revitalization of urban areas in Westpomerania, as further described in the Westpomerania Regional Operational Programme.

The European Investment Bank, acting as JESSICA Holding Fund, launches this call for expressions of interest with the aim of selecting urban development fund(s), which shall disburse funds received from the JESSICA Holding Fund for Westpomerania Region, through financial engineering instruments in the form of repayable investments in public-private partnerships or other urban regeneration projects.

The selection process shall be organized in two stages:

• expressions of interest which are not excluded in accordance with the exclusion criteria will be assessed in accordance with the selection criteria, as stated in the call for expression of interest;
• all applicants that meet the selection criteria will be invited to submit their offers (including a detailed business plan), which will be evaluated in accordance with the award criteria, as stated in the call for expression of interest.

Urban development funds candidates may express their interest, by 12 July 2010 at the latest, in accordance with the terms of the call for expression of interest.
