Energy Savings including Energy Efficiency in Buildings
Technical viability of energy savings projects to be assessed by qualified specialists.
Investment in rehabilitation of existing buildings (insulation, boiler replacement and rehabilitation of heat transmission and energy management systems) identified by accredited experts in accordance with the Directive 2002/91/EC.
Energy savings of 20% or more, compared to before the project is implemented.
Energy savings of 15-20% may be eligible, if energy savings allows justifying a substantial part of the investment (at least 50%).
High efficiency Co-Generation of Heat and Power
Technical viability of the project to be assessed by qualified specialists.
Recommendations:
Hot water heat transfer medium; steam for industrial use only.
Modular construction with proven technology.
No waste incineration.
Cogeneration units shall provide energy savings of at least 10% compared to separate production of heat and electricity using best available technology for the same fuel (see Directive 2004/8/EC for methodology and reference values).
Small scale and micro cogeneration units, as defined by the Directive, providing positive energy savings compared to separate production of heat and electricity.
Wind Power
Site selection, wind resource modelling and technical feasibility studies to be conducted by qualified specialists with proven experience.
Recommendations:
Minimum 1 year, on-site wind measurements at hub height; 2 years strongly recommended.
Use standard proven technology.
Onshore sites only.
Discounted electricity generating cost of 80 EUR/MWh or less (discount rate 5%, 15 years).
Hydro-Electric Plants
Hydrological modelling and technical feasibility studies to be conducted by qualified specialists with proven experience.
Recommendations:
Refurbishment / retrofitting of existing hydropower plants and irrigation dams.
Small and mini- run-of-river hydropower.
Detailed review for large-scale hydropower plants based on the recommendations of the International Committee of Large Dams (dam height greater than 15 meters, storage capacity of more than 10 million m³, or installed generating capacity greater than 20 MW).
Discounted electricity generating cost of 80 EUR/MWh or less (discount rate 5%, 20 years) for base load production; higher discounted generating costs could be acceptable for dams producing medium and peak electricity.
Geo-Thermal
Geothermal modelling and technical feasibility studies to be conducted by qualified specialists with proven experience.
Recommendations:
No drilling risk.
For projects producing electricity, discounted electricity generating cost of 80 EUR/MWh or less (discount rate 5%, 20 years).
Solar energy: Photovoltaic and Thermal Solar Panels
Solar irradiation modelling and technical feasibility studies to be conducted by qualified specialists with proven experience.
Recommendations:
Use proven technologies.
District Heating
Technical viability of the project to be assessed by qualified specialists.
Recommendations:
Rehabilitation or extension of existing systems.
Long-term heat supply costs including all necessary rehabilitation must be competitive with individual heat boilers in buildings.
Energy savings of 20% or more, compared to before the project is implemented.
Energy savings of 15-20% may be eligible, if energy savings allows justifying a substantial part of the investment (at least 50%).
