„PPP“ noch nicht zum sprachlichen Allgemeingut gehörte. Bei uns heißt es etwas bodenständiger
„Thüringer Modell“, aber es wurde seinerzeit mit Argumenten begründet, die auch heute für die
„Reife“ Deutschlands für PPP herangezogen werden: die Schere zwischen Bedarf und öffentlichen

. Wirklich passiert ist eigentlich noch sehr wenig.
Dass das in unseren Nachbarländern teilweise anders ist, ist Ihnen sicherlich bekannt. Die jährlich
und weltweit über PPP getätigten Investitionen werden gegenwärtig auf 7,5 bis 9 Milliarden Euro
geschätzt, davon etwa 40 Prozent in Großbritannien. Die PPP-Finanzierungen wurden dort Anfang
der 90er Jahre entwickelt. Die Europäische Investitionsbank hat diese Entwicklung sehr aktiv
begleitet und bis heute rund 60 PPP Projekte im Gesamtvolumen von 16 Milliarden Euro
mitfinanziert.

This report presents the findings of an evaluation of "Public-Private Partnership" (PPP) projects financed by the EIB. Fifteen projects which were either fully operational or close to full completion... of the Bank's PPP portfolio. The evaluation assessed the performance of the projects against the Bank's standard evaluation criteria in line with normal EV practice, but also paid particular attention to the Bank's role in the process and the impact of the PPP structure on both the project and the Bank.
