Transparency policy, governance and relations with NGOs... (NGOs), exploring news ways of dialogue and working together. The Bank
acknowledges that NGOs, as public interest groups, can have a valuable input into policy development and
help to ensure... and Information Department in early 2005 to

• Coordination of the Bank’s replies to enquiries and requests for information from NGOs

workshops in future. Even within South Africa participation was not fully representative, and
this is likely to be because few NGOs were aware of the meeting, or could afford to travel to the
meeting at their own expense. (It seems that few regional NGOs knew in advance that funding
would be available).
It is important that the EIB recognise that this type of meeting largely meets their consultation
requirements and makes input to their processes, and therefore financial support for participation
is also needed for local NGOs. These organisations are usually not-for-profit
(Madagascar), as well as specialised NGOs, EU Member State and European Commission representatives. The EIB has a long record of supporting mining projects in African, Caribbean and Pacific countries

The Bank is following the development of this project closely and is aware of the issues raised by some NGOs which are typically the kind of issues that the Bank would examine in the course of its formal project appraisal. Relations with NGOs
The civil society is one of the EIB’s key stakeholders, in particular the non-governmental organizations
(NGOs) with a particular interest in the Bank’s activities.
A key element of the relationship between the EIB and NGOs are the NGO Workshops, which
by an indepeendent NGO, were held with local community members and national stakeholders, including NGOs, to identify compensation measures pursuant to a rights-based approach. The Bank’s responses to complex requests are cl eared systematically with other departments in
the Bank and, where appropriate, with external par ties... submitted by advocacy NGOs. The average time for
processing these NGO requests de creased slightly in comparison with the year before: 21
working days, down from 24 the year before; fo r 41 requests... Ombudsman in the reference period.
The outcome of the complaints is still pending.
NGOs submitted two petitions to the European Parliament’s Petition Committee , claiming
inappropriate handling
and external stakeholders. External stakeholders included
complainants, project IAPs (Interested Affected Parties),
relevant NGOs, project promoters, other IFIs recourse
mechanisms and other... impact
assessment was unnecessary for certain flood reconstruction and repair works. The Ombudsman also noted the
valuable role played by NGOs in bringing relevant information to the EIB's attention and encouraged the EIB to
continue to engage constructively with NGOs. In response, the EIB issued an internal note clarifying the
responsibilities of its operational services as regards obtaining

the EIB organized a Workshop
for NGOs in Thessaloniki on 21
February 2003. The Thessaloniki
Workshop followed the one in
Copenhagen in June 2002 as part
of a series of regionally organ-
ized meetings with NGOs. The
one-day Workshops, taking place
in principle twice a year, provide
