Progress made in developing and implementing EIB climate change initiatives
in 2004:
• The first potential... participating
in the EU ETS. An EUR 100m sub-window of this Facility is allocated to JI and
CDM projects inside and outside the EU.
• The first potential projects have been identified for the EUR 10m Climate Change
Technical Assistance Facility (CCTAF). This provides advance funding for activ-
ities associated with the development of project-based carbon assets (credits)
under the JI and CDM

The fund will purchase greenhouse gas
emission reductions through the Kyoto
Protocol’s Clean Development Mecha-
nism (CDM) and Joint Implementation (JI)
schemes from climate-friendly investment
projects from either bank’s portfolio as well
as self-standing projects. The CDM and JI are
flexible mechanisms of the Protocol that,
under strict conditions, allow industrialised
countries... and market-oriented prices by
means of a transparent procedure based on
the principles of risk and return.
Generally, the following types can be pur-
chased:
