The European Investment Bank has been financing projects fostering the integration of the Baltic States into the European Union since the early 1990s. Following their accession to the EU in May 2004, the EIB, as the European Union's policy-driven long-term financing institution, has been stepping up its efforts to contribute to the balanced development and strengthened competitiveness of the Baltic States.

During this period, EIB financing in the Baltic States has reached EUR 1 532 million, of which EUR 403 million has been lent to Estonia, EUR 659 million to Latvia and EUR 470 million to Lithuania. The EIB's lending operations cover most economic sectors in the Baltic States, including transport, telecommunications, energy, environment and urban infrastructure, as well as support for small and medium-sized enterprises (SMEs) through local EIB partner banks.
