Complaint
On 6 February 2017, the EIB Complaints Mechanism (EIB-CM) received a complaint concerning the construction project of the highway A 45 between Saint Etienne and Lyon in France. In particular, the complainant alleged non-compliance of the project with applicable regulatory framework.
EIB-CM Action
Following a preliminary review of the case, the EIB-CM has taken note that the EIB operational team has not finalised the due diligence of the project and that the EIB Management Committee has not taken yet a decision to finance it. In this context, the complaint has been transferred to the Bank’s operational services.
Conclusion
The EIB operational team responded to the complainant to inform him/her that the loan to which the complainant was referring to had been canceled. A new financing operation for the Highway A 45 project is currently under development and is expected to be published shortly on the EIB's website. Furthermore, the issues raised by the complainant will be carefully reviewed and assessed during the current project appraisal.
