JESSICA Holding Fund Lithuania: call for expression of interest
In the context of the Joint European Support for Sustainable Investment in City Areas initiative ("JESSICA"), as well as of the broader "Recovery Plan for the Economy", the Government of Lithuania has decided to support a programme of energy efficiency investments through modernisation of multi-apartment buildings.
The Ministry of Finance, the Ministry of Environment of Lithuania and the European Investment Bank signed a Funding Agreement on 11 June 2009, establishing the JESSICA Holding Fund Lithuania in the books of the European Investment Bank for the purpose of investing funds in housing energy efficiency projects through the banking sector in Lithuania.
In accordance with the funding agreement the Ministry of Finance and the Ministry of Environment of Lithuania shall contribute to the JESSICA Holding Fund a total amount of EUR 227 million.
The European Investment Bank, acting as JESSICA Holding Fund, launches a call for expression of interest to channel the first tranche of funds to final beneficiaries through financial intermediaries. All financial intermediaries with a license for financial services issued by a competent authority of the Republic of Lithuania, or a licence issued by a competent authority of any other Member State of European Union and which has exercised its right of establishment in Lithuania pursuant to Council Directive (EC) No. 2006/48, and has a right to issue loans to natural and legal persons, may express their interest, by December 14th 2009 at the latest, in accordance with the terms of the call for expression of interest.
