Complaint
In February 2016 ClientEarth, Counterbalance and CEE Bankwatch Network lodged a complaint with the EIB Complaints Mechanism. The complaint concerns alleged non-compliance of the EIB Transparency Policy of 2015 with EU and international laws on access to information. In particular, the complainants challenged the compliance of the Transparency Policy with the Convention on access to information, public participation in decision-making and access to justice in environmental matters (the Aarhus Convention), Regulation 1367/2006/EC on the application of the provisions of the Aarhus Convention to Community institutions and bodies (the Aarhus Regulation) and Regulation 1049/2001/EC regarding public access to documents.
