Professional Experience

  • Partner of KPMG’s Corporate Finance practice.
  • Chairman and founder of KPMG’s Global Infrastructure and Projects Group, regular author and speaker on PPP and public service reform.
  • Senior adviser to the Secretary of State for Business, Enterprise and Regulatory Reform and to the Chief Secretary of the Treasury on potential nuclear new-build.
  • Expert non-Executive member of the Board of the European Investment Bank, founder member of the CBI’s Public Services Strategy Board and Chairman of IFSL’s PPP Export Group.
  • Currently independent Advisor to the Deputy Premier and to the Finance Minister of one of the Australian states on their entire infrastructure program.
  • Member of the Council of the Institute for Education, London University’s specialist research and teaching post-graduate college. Trustee of the London Symphony Chorus.
  • Member of the Department of Health Commercial Directorate advisory board from its creation.
  • Former Member of the DfES Minister for Schools advisory panel for Building Schools for the Future and of DEFRA’s Sustainable Procurement Taskforce.
  • Extensive experience of advising both public and private sector clients on significant transactions in healthcare, transport, defence and education.
  • Prior to joining KPMG, he was a Director at SG Warburg & Co. where he was a founder of the operator of the Channel Tunnel Rail Link, London & Continental Railways. Before joining SG Warburg with his team in the late 1980s, he was a Managing Director at Chase Manhattan in New York, where he ran one of the Bank’s international businesses for a number of years.

Other Financing Experience

He has acted as the senior consultation partner for the KPMG team who are the financial advisors to the UK's Strategic Rail Authority. Some of his other experience includes:

  • Acting as advisor to Cinven (a leading venture capital firm) and Wightlink on the securitisation of their Isle of Wight ferry business in the first transaction of its kind; subsequently, Tim's team have advised Wightlink on the financing of a number of new ferries;
  • Acting as advisor to the Virgin Rail Group's successful bid to become the operator of the UK's West Coast Mainline train franchise;
  • Acting as advisor to the SNCF (the French Railways) for their first cross border financing of TGV trainsets;
  • Advising many airlines on aircraft financing using domestic and cross-border leasing transactions.

Previous Employment

  • From 1995 to present - KPMG Corporate Finance, London.
  • From 1989 to 1995 - S. G. Warburg & Co. Inc. - Managing Director of international leasing business in New York; S. G. Warburg & Co., Ltd. - Director responsible for PFI business.
  • From 1983-1989, - Chase Manhattan Bank and Chase Investment Bank based in New York where he was the Managing Director responsible for the international big ticket leasing business with teams in New York, Hong Kong, London, Tokyo and Australia. The team created a number of novel structures including the first ever Japanese cross border lease. The team also financed assets in North America, China, Hong Kong, South Africa, Australia and the UK including aircraft, ships, car factories, nuclear and coal fired power plants, pharmaceutical and soft drink production lines and rail infrastructure.
  • From 1976-1983 Tim was with the Management Consultancy Division of Arthur Andersen & Co., (now Accenture) where he was one of the founders of the advanced Information Technology Group specialising in the development of fourth generation systems and associated technical architecture. Tim managed major installations for clients as diverse as HM Treasury, J. Sainsbury and Willis Faber & Dumas (now Wilis Corroon). He was also responsible for the creation of advanced quantitative software solutions used in the structured finance industry.

Other interests

Tim is a member of the DfES Schools Minister's Panel of expert advisors on Building Schools for the Future; he is a member of the Advisory Board for the Department of Health's Commercial Directorate and he is a member of the Council of London University's Institute for Education.
