The CBU decides on the research proposals to be supported by STAREBEI following an internal selection process. All proposals should be presented to the CBU by the Bank's services but University Centres wishing to participate in this programme may send specific research proposals to the CUB Management Team, who will make them known to the relevant Directorates. Universities may also send proposals directly to EIB agents who might be interested in them.

Any University located in the EU and providing doctorate cycle degrees consistent with the Bologna process is eligible to participate in the STAREBEI programme.
Universities and, in particular, university networks ready to participate in the programme must indicate their interest and nominate a STAREBEI Coordinator, who will be the main link with the CBU Management Team and receive information on the research positions proposed by the EIB.
The research proposals approved by the CBU, which include the expected research outcomes, will be published on the website and communicated to all STAREBEI Coordinators.
Universities will be given one month to present candidates for each specific post (researcher and University tutor).
The proposal should be made for a duration of between 6 months and one year, although it could contain a caveat foreseeing its extension under specific circumstances.
The selection of STAREBEI researchers will be made by the CBU Management Team and the corresponding EIB tutor. The results will be communicated to the selected University and to all entrants and published on this website.
