Operation of STAREBEI

The STAREBEI programme is formalised through contracts between the EIB and the beneficiary University, which holds the responsibility for its STAREBEI researcher. The contract sets out the specific conditions of the stage envisaged and the payments to be made. Payments will be adapted to individual requirements so that Universities should never have to advance any funds.

The amount granted to the University will cover a monthly allowance for the researcher, plus administrative and travel expenditure. The monthly allowance should be limited to the equivalent of the brut salary of a full-time junior lecturer at the same University (up to a maximum of EUR 2000). A researcher receiving financial assistance from the University (or from other research sponsors) shall only be entitled to a financial contribution from the EIB to bring his/her income up to the amount of the allowance.

The University may request payment for administrative expenses for the contract up to 20% of the total allowances. Necessary travel expenditure of the researcher and his/her University tutor and expenses directly linked to the research is covered by STAREBEI, but must be approved by the EIB tutor and the CBU Management Team. The contract will contain an estimate of the travel expenditure, which will depend on the location of the University and the number of trips envisaged, which is related, in particular, to the visits of the researcher to Luxembourg. An expenditure ceiling will be specified in the contract and all travel expenditure will have to be justified.

A per diem of EUR 84, in addition to the cost of the hotel room (to be reserved through the EIB) and breakfast expenses will be awarded to the University tutor and to the researcher for the days spent in Luxembourg. Should the researcher have to live for a long period in Luxembourg, a monthly allowance of EUR 900 will be provided instead.

Whenever they are not specified, the principles applied to the stage will be the same as those for in-service training at the EIB. However, for STAREBEI the contract of the researcher will be with the University and not with the Bank.

The EIB tutor will supervise the work of the researcher, in close co-operation with the University tutor. Tutors should ensure that the work is being carried out appropriately. The desired outcome of the exercise would be a thesis and/or research paper, preferably publishable, that should usually be co-authored by the tutors.

In the case that the research is not proceeding as expected, either of the tutors could propose the cancellation of the project to the STAREBEI management, who will make a final decision.

Potential conflicts between the EIBURS Management Team and the University will be raised with the Compliance Officer of the EIB, who would issue a final verdict.
