Extension of 2nd round of public consultation on EIB's Environmental and Social Statement
Given the importance of the Environmental and Social Statement and taking into consideration stakeholder suggestions, the EIB will extend the second round of consultation from 30 October to 17 November 2008. The extension is in line with the Bank’s flexible approach towards public consultation in terms of timetable and procedures, allowing it during the process to favourably consider suggestions and requests from stakeholders and to improve the process.

EIB launches second round of public consultation on its Environmental and Social Statement

The EIB launches today a second round of public consultation on a revised draft of its Environmental and Social Statement. This 2nd draft takes into account stakeholder comments and contributions received during the first consultation period (25 March – 20 June 2008).

The consultation round will last until 30 October 2008, comprising 20 working days. The stakeholder comments received during the second round will be analysed by the Bank’s Review Panel to see the extent to which they can be taken into account.

Timetable of the 2nd round of consultation

2 October 2008 Revised Environmental and Social Statement (Draft II) posted on the website for comments. Organisations and individuals, who are contributing to or are showing a particular interest in the review process, are informed directly by e-mail.
27 October 2008 Public consultation meeting in Brussels.
30 October 2008 Deadline for submitting comments.
Before year-end/ beginning of January 2009
  • Approval of the draft Statement and draft Public Consultation Report by the EIB Management Committee. The Consultation Report will include a summary of the consultation process and a matrix of stakeholder contributions together with the Bank’s reasoned comments.
  • The final draft Statement and Consultation Report will be published, for information, on the EIB website 15 working days prior to consideration by the EIB Board of Directors.
  • After Board approval, publication of the revised Environmental and Social Statement on the EIB website, together with the Public Consultation Report.

Procedures for submissions

  1. Today’s announcement supersedes the announcement of 9 May 2008.
  2. Organisations and individuals wishing to submit suggestions or comments on the revised proposal for EIB’s Environmental and Social Statement are asked to do so before 30 October 2008.
  3. Submissions can be drawn up in any of the official languages of the European Union.
  4. The Bank will acknowledge receipt of all contributions.
  5. Organisations presenting a submission are requested to provide the name and address of their organisation with a contact name and a brief description of their objectives.
  6. Individual members of the public are requested to provide their full name and address, and optionally, a brief explanation of their interest in the EIB’s activities and / or Environmental and Social Statement.
  7. EIB will hold a public consultation meeting in Brussels on 27 October 2008 to discuss the revised statement.
  8. After completion of the consultation process, the contributors to the consultation will be directly informed of the outcome.
