Assessment of the viability of capital investment projects and programmes in the urban sector, within a multi-disciplinary team, in accordance with EIB procedures, in all countries where the EIB operates.

Main area of responsibility will be the assessment of economic, financial and administrative issues of the urban sector, including strategic, spatial and planning aspects of capital investment projects and programmesThe successful candidate will contribute to the knowledge base of the Bank on urban renewal and development issues and on social cohesion.

Responsibilities

  • Assess the economic and financial quality of urban renewal and development plans and projects presented to the Bank for financing (directly or through EIB-managed mechanisms)
  • Assess the capability of promoters and intermediary financiers of investment projects and programmes in the context of integrated urban renewal and development plans
  • Prepare sector studies, policy papers and other analyses
  • Co-operate with the European Commission to define, plan, co-finance and monitor urban renewal and development projects or programmes, notably in the context of Structural Funds
  • Monitor project and programme implementation
  • Closely cooperate with the Lending Directorates in the development of loan proposals and assist in the identification of investment opportunities in the urban and local government sector

Qualifications

  • Masters and Post Graduate qualifications, preferably in urban economics, business administration or spatial/urban planning, with a good knowledge of applied quantitative methods
  • Practical sector experience of at least 7 years, ideally covering: economic and financial evaluation of urban renewal and development plans, public sector economics, multi-sector investment programming, implementation analysis and monitoring; innovative approaches to urban management and governance; risk analysis; innovative funding and private sector participation in infrastructure projects; preparation of feasibility, market and sector studies, etc.
  • Experience gained internationally as well as familiarity with the legal and institutional framework of urban areas in Europe would be distinct advantages
  • Proficiency in computer applications, such as e-government in urban management would be an advantage
  • Excellent knowledge of English and/or French and a good command of the other. The knowledge of other European Union languages will be highly appreciated
