We do not report on this performance indicator. At this stage data is not systematically collected. At present the EIB does not screen or appraise a project explicitly from a human rights perspective. The EIB’s social due diligence is based on the EIB Environment and Social Statement and the Social Assessment Guidance (SAGs) Notes. The principles that are contained within the SAGs are derived from a rights-based approach. This fact does not however support the explicit undertaking of a human rights review or human rights impact assessment (HRIA) as such.
In building further upon such an inherent rights-based spirit underpinning the EIB’s social assessment practices and in accounting for the enforcement of the EU Charter of Fundamental Rights, in 2011 the Bank’s Projects Directorate embarked upon the integration of human rights into its social appraisal standards and a human rights work stream was drawn up, where ECSO assumed the lead on advancing this subject in the Bank, in collaboration with other departments of the EIB. In this light, it is envisaged that in 2012 such integration will have been adequately introduced and that human rights will have been mainstreamed across the EIB’s social standards.
Currently, the EIB Environment and Social Statement and the Social Assessment Guidance (SAGs) Notes underpinning the Bank’s social due diligence are derived from a rights-based approach. Although in sum they address most key social risks, they do not however support the explicit undertaking of a human rights review or human rights impact assessment (HRIA) as such.
The Bank’s social due diligence addresses all projects outside the EU (including EU-Accession States); within the EU, the EIB adopts in this respect the principle of the presumption of legality. In this light, there are currently no explicit data to be provided under this indicator.
