    Case Description

    Complaint

    On 8 January 2016, the EIB Complaints Mechanism (EIB-CM) received a complaint related to the project Rocade Extérieure du Grand Tunis. The complainant might be impacted by the construction of the Rocade as envisaged in the latest option selected by the promoter.

    EIB-CM Action

    The EIB-CM contacted the EIB services concerned to find out details about the project. A stakeholder engagement and fact-finding mission were carried out in March 2016 in order to meet with the parties involved and collect additional information.

    Conclusions

    The EIB-CM found that the project Rocade Extérieure du Grand Tunis is likely to be postponed for at least 3 to 5 years. It appears that another corridor has been selected which will not affect the complainant. Moreover, the EIB-CM learned from the operational services of the Bank that a social and juridical investigation will be undertaken prior to any construction work. A close follow-up will be made by the EIB office in Tunis to ensure that all national and EIB requirements will be fulfilled prior to any EIB financing. On this note the EIB-CM, therefore, proceeds to close this complaint.
